WTO-GPA: Public Procurement: Price-Taker or Market-Shaper?

The WTO Government Procurement Agreement (GPA) sets the global standard for trade in taxpayer funded contracts. Since 2014, whilst the inclusion of environmental criteria in public procurement has been permitted, there is no obligation to do so, and the WTO-GPA remains silent on the social aspects of sustainability.

Encompassing localism, globalisation, and sustainability, in this second video in a series of five, Sandra Hamilton discusses her research into the advancement of procurement policy globally, and proposes a new way forward for the WTO-GPA.
